ECA Annual Meeting
Fifty Evergreen residents representing 31 households attended the 15 April 2002 ECA Annual Meeting held at the Eagle Valley Clubhouse, and were presented with a review of ECA Board and Committee activities of the past year. Officer Mary Meyers of the Woodbury Police Department presented information on neighborhood safety. Jan Hunt, Safety Committee Chairman, spoke about the Pinehurst/Radio Drive intersection and informed the attendees that Washington County and the City are planning on installation of a traffic control in 2003. Wynn Lidell, Maintenance Committee Chairman, gave an update on the additional landscaping to be completed this spring along Radio Drive to the south and north of Pinehurst entrance. Jim Pietrick gave an update on the Mailbox Program established this past year. Other committee reports were given by Colleen McLaren for the Communications Committee, Elaine Arndt for the Welcome Committee and Bill Fetter for the Architectural Review Committee.
Dean Marx presented the Financial Report showing the actual costs incurred for 2002 and the 2003 ECA Budget. The annual fee will remain at $60 per Evergreen lot. The ECA Board would especially like to welcome Faye Bliese, Bill Moore and Rob Peters as the three new Board members whose terms will expire in 2005. Our thanks to them for willingly volunteering their time and efforts to continue the ECA Board's work in helping to make ECA a positive impact on all Evergreen home owners' property values.
Also, the ECA Board would like to thank outgoing members Dean Marx, Treasurer; Sherry Indegard, Vice-President; and Jerry Palesh, Secretary for two years, for their hard work, guidance and contributions over the last 3+ years. Special thanks to the committees for their work over the last year including: the new directories, newsletters, working with the city and county officials on safety issues, upgrading of landscaping along Radio Drive and Pinehurst entrance, ongoing maintenance and seasonal beautification of Pinehurst entrance and the welcoming of new residents.

From the Maintenance Committee
With the arrival of spring and now summer, the Maintenance Committee has reconvened its monthly meetings of the last Tuesday of each month at the Woodbury City Hall. Visitors or those interested in committee work are welcome to attend. The meetings start at 7:00 PM and the conference room assigned to us that evening is posted in the entryway.
Several projects are being implemented this year. The last phase of spruce, white birch, ginalla maple, and low growth sumac have been planted on the north and south ends of the Radio Drive frontage. This was completed by Maywood Evergreen. They also replaced plantings of last year that had not survived.
Unfortunately, the plantings from this and last year's effort have not been visible as the company expected to keep the frontage mowed has not shown up and the grass and weeds have grown quite high. After repeated calls to this company, we have given up on their service, and as this newsletter is being prepared, we have selected a new company from four that were asked to bid on the project. By the time you receive this newsletter, I hope you will see the results of Allied Property Maintenance's first mowing to knock down the tall grass and weeds. Following this, the frontage will be mowed every 10 days to keep the slopes clean and expose the new plantings for our enjoyment.
Horticultural Services is again taking care of mowing the Pinehurst entry to Evergreen, the sprinkler system for that area, and annual plantings on the center island. They have been asked to address some sparse areas on the center island, and after new plantings are in, the Maintenance Committee volunteers will schedule a work party to replenish the mulch.
Due to problems with electrical service to the monument and center island, we were disappointed with the holiday lighting this past winter. Low amperage capacity caused circuit breakers to trip, and we could not keep all the trees lit. As a result, a project to upgrade the electrical service is being investigated. Hopefully, the expense will fall within our budget limitations so the improvements can be made before this coming winter.
Other issues on the agenda for attention this season include maintenance of the homeowners' privacy fence along much of the Radio Drive frontage and working with the county to improve drainage along the north side of the Radio Drive frontage. These efforts will compliment the new plantings and regular mowing to present a neat, natural looking introduction to Evergreen community for those approaching along Radio Drive.
From the Board
We are halfway through summer and the many activities, yard work, recreation, etc. that accompany this season. Please keep in mind that ECA Covenants require every Evergreen Resident to comply with them in their entirety. A few of the items specifically related to summer are listed below:
- General maintenance, upkeep and appearance of structures, mailboxes,
etc.
- Lawn cutting, weed control, trimming shrubs & trees to maintain an attractive curb side appeal
- Garbage containers are to be stored out of view of adjacent Lots and the street
- Commercial vehicles, cars and/or trucks in disrepair, and recreational
vehicles: boats, campers, motor homes, ski jets, etc. are not to be parked
in driveway in excess of five days
- Vehicles of any description including those above are only to be parked
on a hard surface driveway (i.e. parking on unpaved areas is not allowed)
Please be considerate of your neighbors and all Evergreen residents by
paying particular attention to the items above. Have a Great Summer!!!

Mailboxes
Mailbox repair and replacement must comply with the Evergreen covenants
in section 5.4. The ECA Board has developed a program where you can order
a complete mailbox. The price to have one assembled and delivered to your
door ready for you to install is $175.00, which is the cost to have them
built. The standard and installation instructions if you want to build
it yourself:
1) All mailboxes, post structures, and installation shall follow the approved
EvergreenCommunity Association Mailbox Specification Plan dated 4/1/2001.
2) The post and all wooden support areas will be constructed of pressure
treated pinematerial.
3) No nails shall be used - only weather resistant bolts, nuts and screws.
4) The address will be routed into the side of the post structure in 2.5"
- 3.0" high numbers.
5) The wooden post will be painted the main color of the house where the
mailbox is actually located.
6) The mailbox will be a high quality painter steel #2 mailbox.
7) The metal mailbox will be painted the trim color of the house where
the mailbox is actually located.
8) The mailbox and post structure will be painted within 30 days of installation.

National Night Out
The City of Woodbury and the Woodbury Public Safety Board will host a community-wide
National Night Out event on Tuesday, August 6, 2002. The event will be
held at Ojibway Park from 6 p.m. until 9 p.m. There will be many activities
and special guests participating throughout the evening. Concessions will
be sold. We would like to encourage neighborhood block parties in Evergreen
also. They could be the same evening as the National Night Out Event or
another evening could be chosen. Block parties are a good way for neighbors
to meet and to socialize. The Woodbury Police Department recognizes that
a neighborhood which has strong ties and a sense of community, provides
a high degree of safety and well being to residents and their property.
From the Treasurer
The balance in the ECA account as of April 8 was $14,205.35. At the Annual
Meeting, receipts and disbursements for 2001 were reviewed and it was reported
that income from fees was 7% greater than budgeted while actual spending
was as budgeted. The budget for 2002 was reviewed with the residents who
were in attendance. The budget for 2002 calls for spending of $30,500 of
which about two-thirds is for Maintenance and another ten percent is for
Communications. The Board decided to keep fees at $60.00 for the fourth
consecutive year. Fee statements were mailed around April 18 and the response
in the first few weeks was very good. Reminder statements were mailed around
June 15. Residents who have not yet paid can help keep expenses low by
remitting annual fees as soon as possible.
